Technical analysis is a key aspect of the programming process. It has essentially two dimensions: (1) making estimates of those costs or benefits of proposed programs that can be stated in monetary terms, and comparing the costs with the benefits, and (2) making an overall judgment about the proposed programs based on the idea that not all relevant costs and benefits can be expressed monetarily. This Note discusses both aspects, placing most of its emphasis on the technical aspects of the analysis.
